The Mexican Congress has recently approved reforms to different laws related to the Mexican energy sector. In this presentation, David Enriquez spoke about the much anticipated recent reforms and what this means for Alberta companies interested in operating in Mexico and contracting with PEMEX - what the reforms do and do not do, what PEMEX and the regulatory authorities look like now.

CCA-Alberta was very pleased to welcome Mexican lawyer, David Enriquez, partner of the firm Goodrich Riquelme y Asociados, to provide the audience with an in-depth analysis of the Energy Reform in Mexico.
Dr. David Enríquez is Coordinating Partner of the Maritime and Offshore Energy Practice Group in Goodrich, Riquelme (Mexico). Areas of Expertise: Maritime, Oil & Gas and Infrastructure. Law Lecturer at ITAM and National Research Fellow at CONACYT. Author of various articles and eight books on Maritime Law, International Economic Law and Energy Law published by Oxford University Press and Foreign Affairs, among other publishing companies. Representative of Mexico on maritime affairs before seven international organizations -including IMO and UNCITRAL- (2004 - 2005). LLB at the Pan american University, Mexico; Maritime LLM at the European Institute of Maritime Law, Spain; Maritime LLM at the University of Southampton, UK; PHD at Pan american University, Mexico. During the 2008 congressional debate concerning the legal reform to the oil sector, he was appointed by the Senate's Energy Committee as one of the industry experts. Recently, he has delivered presentations on the reform in Norway, The Netherlands and the United Kingdom. In some of the said presentations, he has acted as co-speaker with PEMEX's officials.
